This is an action for declaratory judgment brought by plaintiff-appellant, HM Distributors of Milwaukee, Inc., a Wisconsin corporation, challenging certain orders or rules of the Wisconsin Department of Agriculture, said rules prohibiting any "chain distributor scheme" as an "unfair trade practice" under sec. 100.20, Stats. The case was tried in the circuit court for Dane county. On August 2, 1971, Circuit Judge William C. Sachtjen decided that the rules of the department were valid. On August 24, 1971, judgment was entered. From that judgment this appeal is taken.
